NHS & USGA Handicap System

MGA is licensed by USGA to use the USGA Handicap System.
Malaysian golf Association is the only body licensed by the USGA to use its Handicap System and Course Rating System in Malaysia because the MGA is an International Golf Federation (IGF) member. It is the only body in the country that has the ability to be authorized.
The MGA is licensed to use the USGA Handicap System and the MGA in turn sub-licenses clubs affiliated with the MGA to use the System with a requirement in our agreement to use our own computation service for processing of Handicap Index.

The MGA is licensed to use the USGA Course Rating System to determine Course and Slope Ratings for its member clubs.

The National Handicap System (NHS)
The Malaysian Golf Association (MGA) introduced the NHS (National Handicap System) for all the Affiliated Clubs ten years ago in 1996. At present, 137 affiliated golf clubs participated in the System and a few more have started the process to do so. The NHS links all participating clubs to our DATA Center using our own computer software specifically design for our use.
Every golfer who is in the golf register of the affiliated golf club is allocated a six-digit number, termed the NHS number to identify the player. This number will be the players NHS number in all the clubs where the player is a member. The golfer must be a member of an affiliated golf club and post adjusted gross scores in order to obtain a Handicap Index from the NHS
All these clubs transmit the scores and data to Data Center nearing the end of every month. All the data is processed and downloaded to the respective clubs soon after. The Handicap Cards are printed by MGA and distributed to the clubs before the end of the month. These cards have an effective date date and the handicaps are effective from the 1st to the last day of that month. The golfer must assign a golf club to be a Home Club for the player to collect the Handicap Card.
Important aspects of supervision and compliance being an integral aspect of the USGA Handicap system relates to who can authorize the use of USGA Trade and Service Marks and the issuance of USGA Handicap Index. Unless a club has a sublicense to use the system from MGA, they will not be permitted to use any part of the System or refer to any handicap that it issues or certifies as a USGA Handicap Index.
NHS Handicap for Private Tournament Sanctioned by MGA
The NHS /USGA Handicap is now an entry requirement for any MGA sanctioned event. MGA made it mandatory requirement that all event organizers to utilize the NHS/USGA Handicap Index as the entry requirement for any amateur tournament in order to obtain sanctioning from MGA and a license from the Commissioners of Sports to conduct the tournament. Golfers must have NHS / USGA Handicap Index to participate in these tournaments.
The Club Handicap Committee
The NHS/USGA Sub-Committee to comply with the USGA Handicap System has instructed all Clubs to form their Handicap Committee and to provide the names of the members of the Handicap Chairman including their contact numbers. This list will be out soon for all clubs. For those clubs that do not have a Handicap Committee run the risk of withdrawal of the license to use the USGA Handicap System. Club Committee Members, Management and Staff involved in the USGA Handicap System should obtain copies of this manual and ensure that their members follow the proper requirements. This Manual is now available at the MGA Office at RM 30.00 per copy.
The NHS Software (NHSSW)
Listed below are some of the features in the NHSSW:
a. Club will be provided with our NHS Software (NHSSW), which is compliant to the USGA Handicap System, free of charge. All updates on USGA Handicap System will be incorporated into NHSSW from time to time.
b. Club will be linked and networked with the Data Center through the NHSSW for updating the scores entered and computing a uniform Handicap Index for each golfer throughout the country.
c. The NHSSW utilizes the Hole-by-Hole score input method, which automatically handles Equitable Stroke Control for each score entry
d. The NHSSW allows entering of Nine (9)-hole Scores in an Eighteen (18)-hole course division. Adjusted Gross score of combined two Nine (9)-hole scores will be indicated with C.
e. The NHSSW also handles the calculation of exceptional tournament scores and works out a Tournament Reduced Handicap Index (R).
f. The NHSSW allows Club Handicap Committee to apply Penalty Scores (P) and Handicap Index Modification (M) for the members.
g. MGA in collaboration with the service provider will print monthly Handicap Cards for all golfers and dispatch them to the club for distribution. The Handicap Cards consists Handicap Information such as USGA Handicap Index, Course Handicap value relative to the Home Club and Tee type, T (Tournament Scores), C (Combined Scores) when necessary, P (Penalty Scores), @ (Away Scores), @ (Away Foreign Scores), M (Adjusted Handicap index), date of the latest scores, Effective date and rounds played of the current year.
Fees and Charges
Club will be charged of a NHS Processing Fee for each of the member RM 12 (RM 1 per month x 12) per annum.
If the club has less than 600 members, club will be charged based on the number of Handicap Cards printed for the particular month.
If the club has more than 600 members, club will be billed a lump sum of RM 7,200.00 per annum (600 x RM 12.00).
Public club will be charged RM 60.00 for each member (RM 5 per month x 12) per anum.
The billings to the Club will be made on a yearly basis beginning 2009.

Staff Training
Staff user training will be provided Free Of Charge and arranged as soon as Clubs confirm their intention to join the NHS and agree to abide by the terms conditions set by MGA.
